Where to File - Reports are to be filed with the officer before whom the candidate qualifies. Candidates filing reports with the Brevard County Supervisor of Elections are required to file electronically by means of the Candidate Financial Reporting System. When to File - Reports must be filed on the 10th day following the end of each calendar month from the time the campaign treasurer is appointed. The only exception to this is if the 10th day occurs on a Saturday, Sunday, or legal holiday, the report then shall be filed on the next business day that is not a Saturday, Sunday or legal holiday.
Then, 60 days before the Primary Election, the reporting schedule shifts to bi-weekly, and 25 days before the Primary Election, the reporting shifts to weekly. Once the Primary Election has passed, the reporting schedule becomes bi-weekly again, then becomes weekly starting 25 days before the General Election. Here are the reporting dates for 2022.
Deadline for Filing - Reports are to be filed no later than 11:59:59 pm, Eastern Time, on the due date to be considered timely filed.
Penalty for Late Filing - Per Florida Statutes, any candidate failing to file a report by the designated due date is subject to a fine of $50 per day for the first three days late and, thereafter, $500 per day for each late day, not to exceed 25 percent of the total receipts or expenditures, whichever is greater, for the period covered by the late report. However, for the reports immediately preceding the primary and general election, the fine shall be $500 per day for each late day, not to exceed 25 percent of the total receipts or expenditures, whichever is greater, for the period covered by the late report. For a candidate’s termination report, the fine shall be $50 per day for each late day, not to exceed 25 percent of the total receipts or expenditures, whichever is greater for the period covered by the late report. All fines must be paid from the candidate’s personal funds – not campaign funds.
Submitting Reports - Reports will be held in pending status until the report is ready to be filed. Each person eligible (candidate and campaign treasurer) to file a report will receive a PIN (personal identification number) that allows the person to file reports electronically. A person’s PIN is considered the same as that person’s signature on an electronically filed report.
Waiver of Reports - In any reporting period during which a candidate has not received funds or made any expenditures, the filing of the required report for that period is waived. However, the candidate must indicate there is no activity by electronically filing a "waiver of report". The next report filed must specify that the report covers the entire period between the last submitted report and the report being filed.
